SIU report: Long list of all government departments under investigation

A SIU report detailing the matters that are under investigation for corruption have been listed. These departments have come under fire.

The latest Special Investigating Unit (SIU) report, presented to the Standing Committee on Public Accounts (SCOPA) on Wednesday 19 August, has detailed all the matters that are currently under investigation for COVID-19 corruption. According to the report, there are nearly 30 departments or entities under scrutiny. 

The need for an SIU arose after allegations regarding the procurement of goods, works or services in response to the  COVID-19 pandemic.

After careful consideration and assessment of the allegations, the SIU applied to President Cyril Ramaphosa for a proclamation to investigate maladministration and corruption regarding procurement by all state institutions across all three tiers of government, in response to the COVID-19 pandemic. The proclamation was issued on 23 July 2020.

The allegations reported to the  SIU involved the procurement of  PPEs,  hospital and quarantine sites, catering services (food parcels), ventilators, disinfecting equipment and motorised wheelchairs. 

THESE ENTITIES AND DEPARTMENTS ARE UNDER INVESTIGATION BY THE SIU 

These departments and entities are under investigation in each province; 

  • Gauteng – Department of Health; 
  • KwaZulu-Natal – Department of Social Development and Department of Education;
  • Eastern Cape – Department of Health, Department of Education, Department of Labour, Nelson Mandela Bay Municipality, O.R Tambo Municipality, Department of Public Works and the Mhlonto Municipality;
  • Western Cape – Matzikama Local Municipality, Laingsburg Municipality, Provincial Department of Health, Provincial Department of Education and the Department of Agriculture,  Fisheries and Forestry;
  • Limpopo – Sekhukhune District Municipality; 
  • Mpumalanga – Department of Health; 
  • North West – JB Marks Local Municipality, Ratlou Local Municipality, NW Department of Health, NW Department of Education and NW Department of Social Development;
  • Free State – FSP Provincial Treasury;
  • Northern Cape – Kareeberg Municipality; 
  • National Departments – Department of Labour (UIF), Department of Education, Department of Defence, Department of Public Works and the Department of Correctional Services.

INVESTIGATIONS IN VARIOUS PROVINCES

The SIU has also listed matters that are under investigation in various provinces.

Gauteng: 

  • 90 companies used to procure PPE; 
  • 30 companies used to procure Medical Equipment;
  • 32 companies for services related to catering, flights, accommodation, counselling sessions of staff, legal costs, car hire, printing, computers and patient care; and 
  • Five companies for infrastructure projects including the two warehouses to house PPE and one COVID-19 quarantine site.

Eastern Cape: 

  • Irregular procurement of Goods and Services; Decontamination, infrastructure, accommodation and PPE’s, lease of 55 000 tablets and eLearning platform;
  • Refurbishments and alterations to hospitals and clinics; and 
  • Non-payments of TERS (Temporary employer/employee relief). 

KwaZulu-Natal: 

  • Irregular procurement of Personal Protective Equipment (PPE) in the Department of Social Development (DSD);
  • Irregular procurement of blankets for the Covid-19 pandemic in the Department of Social Development (DSD); and 
  • Irregular procurement of PPE in the Department of Education (DoE).

North West: 

  • Procurement of Sanitizers;
  • Procurement of Dam Quarantine side;
  • Procurement of PPE’s;
  • Abuse of petrol cards for COVID-19 related travel;
  • Distribution of food parcels; and 
  • Procurement of Temperature Guns. 

Mpumalanga: 

  • Irregular procurement of KN95 masks;
  • The mask provided did not meet the minimum standards;
  • Irregularity in regards to the distributions of COVID-19 funds; and 
  • Irregular distribution of food parcels. 

Limpopo: 

  • Irregular award of contracts to eight (8) service providers who were not on the panel of contractors for the Municipality; and 
  • The entities were appointed by the Municipality on 23 June 2020 to perform COVID-19 Disaster Management Project Emergency Interventions.

Western Cape: 

  • Procurement of PPE’s; Bid Manipulation and Leaked Bid Documents, the sale of fraudulent hand sanitizer and irregular procurement process;
  • The procurement of Neurological Microscope equipment; and 
  • The procurement of food parcels. 

National Departments: 

  • Procurement of PPE’s; irregular process followed, awarding contracts to officials and friends;
  • Unemployment Insurance Fund (UIF); 
  • Supply of Water Tanker to Schools; and 
  • Infrastructure and Installation.
