Home affairs offices across South Africa are preparing to ramp up service delivery when the country moves to level 3 of lockdown on 1 June.

The national move to level 3 of the lockdown will see Home Affairs branches open countrywide.

The department have issued a list of services they provide and clarified the status of passport applications and renewals.

According to the department, passport services will be available only to persons who are engaged in the delivery of essential goods across South African borders and those who are travelling outside of the Republic for medical services.

Services offered by Home Affairs from 1 June

Birth registrations

Home Affairs offices will reopen for the registration of births and the re-issue of birth certificates. The department have requested that any persons looking to complete a late registration of birth, do so by appointment.

Children not registered due to the national lockdown are to be registered at local Home Affairs offices.

Parents are therefore urged to visit their nearest Home Affairs offices to register these children, but to do so within the confines of what is permissible by the regulations in this period.

Children who were born between 26 February 2020 and 3 May 2020 do not fall in the category of Late Registration of Birth. Children born from 4 May 2020 must be registered within the mandatory 30 days of birth.

Marriage services 

South Africans have been unable to get hitched during the lockdown, but from 1 June all offices will once again perform marriage services. 

New ID Cards

Home Affairs offices are open for the collection of ID cards and can also issue temporary ID Documents.

On 15 May 2020, Home Affairs had 411 390 uncollected smart ID cards. 

“It is imperative for citizens who had applied to collect their smart ID cards.

“Smart ID card collection services are provided at all (modernized) live capture offices. 

“No new applications will be accepted. Therefore, only those who had already applied should collect their smart ID cards. The same applies to green ID books.

The department will only issue passports to South Africans who need to leave the country to transport goods, or for medical emergency travel.

“Passport services will be available only to persons who are engaged in the delivery of essential goods across SA borders and those who are travelling outside of the Republic for medical services. They must provide, as supporting documents, original letters from the employer or medical practitioner indicating the need for medical attention outside our borders.”

South Africa’s borders remain closed to tourists, travellers and migrant workers.

Death certificates

Deaths continue to be registered at local Home Affairs offices as was the case during Level 5 and 4 of the national state of disaster.

Home affairs staff return in force

The department will ramp up the return to work of its staff but have urged South Africans to be patient and observe social distancing when waiting to be helped.
