The ANC is set to hand over evidence to Hawks on Wednesday, which allegedly exposes two DA representatives for continuing to work as councillors in Tshwane – despite living far, far away from the region. Johan Welmans has been residing in the Western Cape – whereas Ernst Botha was found to be living in New Zealand.

ANC case against ‘New Zealand-based DA Councillor’

Kgosi Maepa, a member of the ANC’s Tshwane Council, says that the DA and their members are in direct contravention of the Electoral Act. He has slammed Botha in particular, who has continued to receive a wage while stationed abroad.

“Two Tshwane DA Cllrs are fraudulent ANC in Tshwane can reveal that DA Cllrs (Johan Welmans and Ernst Botha) earned salaries fraudulently against the Electoral Act. Johan is staying in the Western Cape and Ernst in New Zealand since 2020. Botsotsi! Botha says he actually resigned last week – but has been collecting his salary throughout.”

DA response: Both representatives ‘within their rights’ to work outside of Tshwane

The DA, as expected, has hit back hard. They have dismissed the ANC’s claims as ‘frivolous’, and blasted Maepa for an act of ‘cheap politicking’. Mpho Mehlape-Zimu is a regional chairperson for the party. He has since revealed that Councillor Welmans is taking leave due to a ‘chronic illness’, and Councillor Botha is ‘supporting his wife’ in New Zealand.

Mehlape-Zimu also confirmed that Mr. Botha handed in his resignation last week – but the ANC are still pressing charges.

“We reject the frivolous claims made against two of its councillors by the ANC in Tshwane. The accusations against Ward 44 and 99 Councillors Ernst Botha and Johan Welmans are nothing but cheap politicking. Councillor Botha has been granted leave in terms of council’s leave policy and had travelled to New Zealand to support his wife during the past month.

“During this period he attended all committee meetings and ward responsibilities virtually. Mr. Botha has since tendered his resignation with effect from 28 February 2021 due to family responsibilities. Councillor Welmans has been chronically ill for some time which resulted in him taking leave. Despite his health, Welmans continued to serve his community.”
